David is a barrister who joined the council in November 1999 after spending 7 years in private practice undertaking civil litigation. Currently his main area of work is the law relating to education social services practice and procedures and he specialises in advocacy. David is the Education relationship lawyer for Schools and Birmingham’s Children, Young People and Family Directorate.


  • specialises in all aspects of children's social services law including care proceedings, emergency protection of children, judicial review, welfare reporting to court, data protection act, immigration and asylum, children’s and adults mental health, consent to medical treatment, safeguarding and court of protection
  • specialises in education employment issues and assists with policy advice in relation to education
  • deals with schools public private partnerships, relationships with governing bodies, funding and technology contracts for education, special educational needs and academies
  • provides advice on policy and procedures as well as training to social
