The Adults and Communities directorate is working with service providers so that there will be a range of services to meet people's needs in the future. As part of this, we are introducing a different way of contracting with providers. We will be using a new framework agreement when we commission services from care homes, care homes with nursing and home support services.

The framework agreement sets out what we expect from organisations that provide services to people in Birmingham on our behalf. If your organisation is interested in providing the kind of services that we commission, you will need to 'sign up' to our new approach to adult social care.

Please note there has been a temporary Notice of Suspension of New Providers to Framework

As of the 30 November 2012 the registration for new suppliers to the framework will be suspended until further notice.

We are in the process of reviewing the pre-registration process and the revised process is likely to include submission of related policies and procedures, latest CQC report (if you have been visited) and a minimum of one visit prior to providers being admitted to the Framework.

As soon as the revised pre-registration standards are agreed, these will be published on this page.

If you are a new provider who has not yet been formally approved on the framework then the revised standards will apply to your registration.

New Framework Agreements

Commissioning is introducing new Contractual Arrangements with external providers. The new Adults and Communities Framework Agreement will replace contracting arrangements across all client groups, for care homes with and without nursing (both long and short term provision) and home support provision.

Please help us recruit 'Experts by experience' for the Citizen-led Quality Boards

Over the last two years, Adults & Communities has worked with service users and carers to set up two Citizen-led Quality Boards - one for Assessment & Support Planning and one for Commissioning. Both Boards are now established, but still have vacancies, and we are asking for your help in identifying any member of the public who you think might be interested, and making them aware of the opportunity. Details of the work of the Boards, information for applicants, and an application form, are available on the Council website at http://www.birmingham.gov.uk/cqb

Many of the Directorate's service users and their carers have talents, skills and experience which would enable them to make an important contribution to the Quality Boards' work to improve adult social care in the city. Board membership would also provide them with a stimulating & rewarding experience, and benefit their personal development.

We are asking you to do some talent spotting, and maybe offer encouragement & support if people are uncertain whether to put themselves forward.

This policy is to be approved by Cabinet on 22 April 2013. Following this decision, the Council will provide further information as to how the policy will be implemented as soon as it is able to do so, on the Shaping the Market website.

Birmingham's Market Position Statement for Social Care contains intelligence, information and analysis that will be of benefit to providers of adult social care in Birmingham, and to those who are looking to provide services in the future. It will also be of interest to citizens, carers and others interested in the vision and direction of the care market. It will help providers to make sound investment decisions when developing provision, and highlights the strategic outcomes that commissioners are seeking from services.

The Social Care White Paper ‘Caring for our Future: Reforming Care and Support’, and the draft Care and Support Bill published in July 2012 set out a range of measures; including a duty on local authorities to produce a Market Position Statement in order to promote a diverse, sustainable and high quality market of care.

This Market Position Statement covers all adult social care, including bed-based care and support services within people’s own homes, services in the community, and the trends and use of direct payments and personal budgets. It shows current and predicted future demand and supply, and outlines the models of care the local authority wishes to encourage.

You will be aware that a number of West Midlands Local Authorities, in conjunction with partners including Health and the Police, have developed a set of overarching safeguarding adults policy and procedures, entitled 'Safeguarding adults:multi-agency policy and procedures for the West Midlands' which were formally launched in July 2012 and which will be implemented across the West Midlands by July 2013.

A multi-agency project group has been working to develop Birmingham's local guidance (much of which is based on our current Good Practice Guidance) and we are now wanting to give you an opportunity to view it and provide feedback. The local guidance is attached below and if you would like to provide feedback on content or accuracy we need it no later than 28th January 2013.
