Business Recovery Package - Now Closed
To help those businesses affected by the disturbances in August 2011 in the City Centre and other areas of Birmingham, we offered a package of support to enable businesses to quickly respond to security and financial issues that arose.
The Business Recovery Package was funded by the Department of Communities and Local Government through its “High Street Support Scheme” and co-ordinate by our Business Development & Innovation Team.The key elements of the package of support are:
Business Rates Hardship Relief
Businesses who paid rates to the Council could apply for a reduction in their business rates from 6th August 2011 to 31st March 2012. Applicants needed to demonstrate hardship as a result of these disturbances.
Financial Recovery Fund
The Financial Recovery Fund was opened to any small to medium sized enterprise (SME) business based in the areas affected by civil disorder after 6th August 2011, namely the City Centre, Aston, Newtown, Handsworth, Handsworth Wood, Lozells, Perry Barr and Winson Green. The Fund aimed to help affected SMEs recover from the impact of the disorder more swiftly than they would have been able to, without additional assistance. The Fund contributed up to 100% of expenditure towards:
• Insurance excess
• Any items which were not covered by business insurance or Riot Damages Act
• Marketing material and business recovery activity
• Upgrading of security measures
Security Improvement Scheme
The Security Improvement Scheme (SIS) was open to any SME business based in the areas affected by civil disorder after 6th August 2011, namely the City Centre, Aston, Newtown, Handsworth, Handsworth Wood, Lozells, Perry Barr and Winson Green. The SIS grant was specifically to contribute up to 75% of expenditure (up to a maximum of £5 000) towards low cost installation or upgrade of:
• Alarm Systems
• Other relevant security measures
Business Advisor Support
Business Advisor Support was open to SME business based in the areas affected by civil disorder after 6th August 2011, namely the City Centre, Aston, Newtown, Handsworth, Handsworth Wood, Lozells, Perry Barr and Winson Green. We held 4 drop-in sessions across the City offering advice from specialist business advisors on business plans, marketing strategies and access to finance with a view to developing a strategy to recover from the effects of the disturbances.
Backing Birmingham Marketing Campaign
A major initiative designed to help restore public confidence in the City Centre, local high streets and to help promote independent retailers and businesses, was launched on 5th October 2011. The 'People Make Places' campaign helped promote local shopping areas in the wake of the disturbances in August 2011. The £310k cost of the campaign was funded from the Government’s High Street Support Scheme to help cities affected by the disturbances.
The initiative saw the introduction of a free special loyalty card, known as the B Card, which gave residents special offers at participating independent businesses until 31st December 2011.
Retrospective Planning Permission
Our Planning Committee also agreed a plan to allow shops to install roller shutters and apply for planning permission retrospectively. This concession remained in place for 6 months. Alterations still needed to comply with our Shopfront Design Guide.
