Birmingham City Council prepared a Supplementary Planning Document (SDP) on large format banner
advertising. The final document is part of the Local
Development Framework.
The visual impact of poorly maintained scaffolding and scaffolding
mesh can have a negative affect on the environment. Advertising on scaffolding can enliven the facade of a
building whilst work is taking place. Planning applications for banner advertisements can only be considered on the
grounds of public safety and amenity as advised in the government's
Planning Policy Guidance on Outdoor
Advertisements Control (PPG19).
The purpose of the SPD is to address the issue of potential harm to visual
amenity. Large format banner advertising could affect the quality of the
environment if it were not subject to controls. The SPD provides guidance on the criteria against which planning applications for the banner advertisements will be assessed. It supports and expands on the Birmingham
Plan 2005 (the Unitary Development Plan).
